NORWOOD — State police on Monday charged April L. Regan, 32, of Norwood, with seventh-degree criminal possession of a controlled substance and possession of a hypodermic instrument, both misdemeanors.
Troopers said that about 4 p.m. on Route 56, following a traffic stop for failure to keep right, Ms. Reagan was discovered to be under the influence of unspecified drugs. Police obtained a blood sample from Ms. Regan at Massena Memorial Hospital after she was taken into custody. Additional charges are pending the results of the blood test.
Upon further investigation, police said, they found a cocaine smoking device, several hypodermic needles and other items of drug paraphernalia.
Ms. Regan was issued an appearance ticket for Potsdam Town Court.
