DWI - MASSENA - Massena-based state police charged Ethan A. Francis, 28, of Norwood with a felony count of driving while intoxicated and failure to use an interlock ignition device following a previous DWI conviction and ticketed him for a red light violation following a traffic stop at 12:38 a.m. Sunday on East Orvis Street in the village of Massena.

DWI - POTSDAM - Massena-based state police charged Logan K. Shoen, 21, of Lisbon with driving while intoxicated and ticketed him for an equipment violation - inadequate exhaust system and failure to use designated lane following a traffic stop at 2:41 a.m. Sunday on state Route 345 in the town of Potsdam.

DWI - MASSENA - Massena-based state police charged Narissa E. Thompson, 22, of Akwesasne with driving while intoxicated after she was turned over to troopers at 2:45 a.m. Sunday by U.S. Customs and Border Protection officers at the U.S. port of entry in Rooseveltown.

MARIJUANA POSSESSION - BOMBAY - Massena-based state police charged Lucas R. Tarbell, 20, of Hogansburg with unlawful possession of marijuana following a traffic stop at 6:09 p.m. Saturday on state Route 95 in the town of Bombay.

CRIMINAL CONTEMPT - OSWEGATCHIE - Ogdensburg-based state police charged Arlene E. Wright, 56, of Lisbon with second-degree criminal contempt following an investigation into a complaint filed with troopers at 2:36 p.m. Saturday from the town of Oswegatchie.

MARIJUANA POSSESSION - LOUISVILLE - Massena-based state police reported Sunday they had charged Joshua S. Oakes, 27, of Massena with unlawful possession of marijuana and ticketed him for failure to keep right following a traffic stop at 12:27 a.m. July 19 on state Route 37 in the town of Massena.

MARIJUANA POSSESSION - MASSENA - Massena-based state police charged Frederick O. Fahm, 23, of Ottawa, Ont., with unlawful possession of marijuana. Fahm had been found in a small quantity of marijuana during a secondary search by U.S. Customs and Border Protection officers at the U.S. port of entry in Rooseveltown on July 19. The arrest was reported by troopers on Sunday.
