LOWVILLE — Lewis County sheriff’s deputies charged a 13-year-old boy Monday evening in the town of Lowville with animal cruelty under the state Agriculture and Markets Law for allegedly beating a cat last week.

The unidentified teenager is accused of punching and kicking the 1½-year-old cat on July 17. The cat was treated at Countryside Veterinary Clinic, Lowville, and was released back to its owners. It is expected to make a full recovery, deputies said.
