Carthage board considers parking issues

CARTHAGE — The wheels were set in motion for change on several village issues during Monday’s Board of Trustees meeting.

Village Police Chief Reginald Huber Jr. agreed to explore options for regulating parking in the municipal lot behind 264 State St. According to a letter from Julie Ablan-Woodrow, owner of Ablan’s Business Center, tenants of Heritage Apartments are monopolizing the parking spaces near the businesses that can be accessed from the municipal lot.

Chief Huber noted signage in the municipal parking lot near the Buckley Building bans tenants from parking in assigned spots to allow access to businesses. He said tenants at both apartment units had stickers for their vehicles to allow them to park in the lots.

Ms. Ablan-Woodrow, who was at the meeting, said she would be happy if that suggestion were accepted. “I want them not to park there,” the business owner said.

Village President G. Wayne McIlroy asked whether a time limit for parking was warranted.

Following up on a request of a resident on the 300 block of West Street, a public hearing to discussion the adoption of a local law to prohibit stopping and standing on portions of West Street to include school zones was set for 7:10 p.m. July 21.

In other discussion, speed limits in school zones were addressed, and that matter also will be dealt with at the public hearing.

After considerable discussion, the board agreed to allow Matthew Gump to hold a charity event at the Carthage Park that would include a beer garden.

Mr. Gump had requested at the May meeting to use the Carthage Park and Recreation Building on Aug. 30 for a “Christmas in August” toy donation to benefit local angel tree organizations. The event would include a motorcycle ride beginning at the West Carthage Fire Hall and ending at the Carthage Park with a car/bike show, live bands, craft and food vendors and a beer garden. Mr. Gump told the board beer would be provided only by a local licensed establishment that would obtain an off-premise license for the day along with the required insurance. In other business, the board:

Discussed the purchase of a dock to be placed at Turning Point Park, replacing a wooden dock that is in disrepair.

Accepted a bid from Simpson Fuels for $3.105 for gas and $3.175 for diesel. A bid from Christman Fuel Service was rejected since the $3.01 for diesel was not fixed as specified by the bid, and no gasoline was offered.

Discussed a policy for filling swimming pools. Water superintendent Ernest L. Prievo was asked to develop a policy and a water request form before the July meeting.

Accepted a quote for $5,000 from Stackel & Navarra to review the agreed-upon procedures for the village. Quotes also were received from Crowley & Halloran at $4,500 and Bowers & Co. at $5,500.

Agreed to post a job listing for a Department of Public Works laborer in house before advertising externally with the stipulation that the new hire must complete the course for grade 2A water operator within two course opportunities.

Acknowledged the receipt of donations from the Lions Club, $125, and Carthage Head Start, $150, to the summer recreation program.
