Village of Clayton board adopts budget with 3.12 percent tax rate decrease

CLAYTON — The village board adopted a 2014-15 budget that decreases the tax rate by 3.12 percent from last year.

The property tax rate will decrease by 21 cents per $1,000 of assessed value, from $6.57 this year to $6.36.

The approved budget sets next year’s spending at $4,478,186, up $749,906 or 20.1 percent from this year’s $3,728,280. The tax levy, or amount to be raised by property taxes, is $1,141,407, a decrease from $1,167,824 for the 2013-14 budget.

Mayor Norma J. Zimmer said although costs increased for employees’ salaries and pensions, the tax levy increase of 1 percent will remain below the tax cap.

The village board also decided to discontinue portions of Hugunin and Franklin streets, both of which lead into the new Thousand Islands Harbor Hotel property, as public roads. The streets will be turned over to the hotel.

“Hugunin Street will be the hotel’s main entrance, so it makes sense,” Mrs. Zimmer said.

Clerk/Treasurer Geneva Phelps Miller said the hotel will maintain the portion of Hugunin north of Webb Street and the section of Franklin Street north of Jane Street.
