MASSENA State police on Sunday charged James A. Parrotte, 21, of Burney Avenue, with a felony count of third-degree rape and a misdemeanor charge of endangering the welfare of a child.
Troopers allege that on May 3 in the town of Brasher, Parrotte had sexual intercourse with a 15-year-old girl. The rape charge indicates he is 21 or older and the alleged victim was under age 17.
He was arraigned by Town Justice Gerald P. Sharlow and released under probation supervision after consultation with St. Lawrence County Assistant District Attorney A. Michael Gebo. The court also signed a temporary order of protection directing Parrotte to stay away from the teenager.
