STOCKHOLM — State police on Wednesday charged Jeremiah L. Spencer, 28, Potsdam, with second-degree unlawful imprisonment, fourth-degree criminal mischief: preventing an emergency call and acting in a manner injurious to a child under age 17, all misdemeanors.

Troopers said at 8:50 p.m. at 832 Hatch Road, Mr. Spencer dragged a woman across the front yard while she held a 1-year-old child. The alleged victim said that when she attempted to call 911, he pulled the phone cord out of the wall.

He was arraigned in Town Court and released on his own recognizance. A no-contact order of protection was issued and Mr. Spencer was ordered to surrender his firearms.
