WATERTOWN City police charged two people at about 3:30 p.m. Monday afternoon after police found several wax baggies of heroin on them during a traffic stop on the 600 block of State Street.
Police said Amanda J. Semans, 33, of Syracuse, had 68 baggies hidden in her underwear. Another person in the vehicle, Mark R. Amo, 29, of 619 Olive St., Watertown, had four bags.
Ms. Semans was charged with third-degree possession of a controlled substance and was held pending arraignment in City Court. Mr. Amo was charged with seventh-degree possession of a controlled substance and was held on $500 bail prior to a scheduled court appearance.
