DEC mute swan management plan heading for second public comment period

The state Department of Environmental Conservation is considering changes to its recently completed draft plan to manage mute swans, and is opening up a second comment period.

DEC said in a news release that it received more than 1,500 comments on its plan, along with 16,000 letters and 30,000 signatories to various petitions during its initial comment period.
