Assemblywoman Addie J. Russell said Friday that she will not pursue the congressional seat of outgoing Rep. William L. Owens, D-Plattsburgh.

Mrs. Russell, D-Theresa, said she did not submit paperwork to the district’s Democratic Party, due earlier this week. “The main concern I have is being the most effective for my constituents,” she said. “At this point, it’s remaining in the Assembly.”

Among the items Mrs. Russell said she hopes to continue work on in the Assembly is getting additional funding for the region’s school districts and infrastructure. Another priority she listed was her role on the North Country Health Systems Redesign Commission, which is looking for ways to reshape health care delivery in the area.

Earlier this week, two Republican challengers emerged for Mrs. Russell’s Assembly seat: John S. Humphrey, of Brownville, and John L. Byrne III, a town councilman in Cape Vincent.

In a news release issued Thursday, the chairpersons of the Democratic Party in New York’s 21st Congressional District said they will have an announcement concerning their support for a candidate “within the next ten days.”

Multiple candidates will be interviewing with the chairpersons in the next few days, in a process similar to when Mr. Owens was first selected. Mr. Owens announced Jan. 14 that he would not be seeking re-election.

Mrs. Russell said she looked forward to working with the candidate selected by the committee during his or her campaign.
