City starts legal action against Court Street building owner

The city of Watertown has started legal action against the owner of a Court Street building in an attempt to either have the owner renovate it or have the title given back to the city.

The city filed state Supreme Court action Monday at the Jefferson County clerk’s office against Alex D. Rahmi, Charles Town, W.Va., owner of 138 Court St., the former Berow & Monroe shoe store location.

The city had foreclosed upon the property for $25,000 in back taxes, but the City Council agreed in March 2012 to sell the building back to Mr. Rahmi for $20,000 with the condition that he fix it up, with plans for apartments on the upper floors.

That has not happened, according to the suit, and the city is asking a judge to either order Mr. Rahmi to complete the renovations or have ownership transferred back to the city.
