A Liverpool man was arrested Thursday on multiple charges following a traffic stop in the town of Hounsfield.
Philip M. Lockiby, 33, was stopped on Route 12F after he allegedly was spotted throwing refuse onto the road, and Deputy Shawn Ryan and K9 Mike discovered 31.5 grams of marijuana and $857 in cash in the car.
Mr. Lockiby was charged with driving while ability impaired by drugs, a misdemeanor; fifth-degree criminal possession of marijuana, a misdemeanor, and first-degree aggravated unlicensed operation of a motor vehicle, a felony. According to the arrest report, Mr. Lockiby had 11 suspensions on his license from four different dates.
Because he allegedly was under the influence of a narcotic drug at the time, he was charged in the first degree.
He was arraigned in Hounsfield Town Court by Justice Sherry L. Derouin and sent to the Metro-Jefferson Public Safety Building on $2,500 cash bail.
