SACKETS HARBOR — Seventeen three-bedroom units in two buildings now are occupied by families at Creekside Lane Apartments in Madison Barracks, and two more buildings are scheduled to open by March.

Families began moving in this September at the complex developed by Lawler Realty, Sackets Harbor, when it opened a pair of buildings at its waterfront property along Lake Ontario. A total of nine 10-unit buildings are planned at the complex, where three-bedroom market-rate units are available for lease at $1,250 a month without utilities.

As the only new housing development of its kind in the historic village, the complex has attracted military and civilian families who are seeking to plant roots in the village, said Michael W. Campbell, managing property agent.

“We expect somewhere between 60 to 70 percent to be from the military,” Mr. Campbell said, adding that apartments in buildings opening in the spring are now available for lease. “They’re brand new near the lake, and there’s nothing like this in Sackets Harbor.”

Anthony L. and Bethany A. Ortega, who previously rented a smaller apartment at Madison Barracks, moved into a three-bedroom apartment here in October. Mr. Ortega, a California native who has been stationed at Fort Drum as a soldier for three years, said the space of the apartments, which range from 1,350 to 1,600 square feet, appealed to the young couple. Units feature a first-floor patio and a second-floor deck, which provide a view of the historic polo field at Madison Barracks.

“They’re the only brand new apartments around here, and there’s a giant field outside with a lot of space,” said Mr. Ortega, 25.

Mrs. Ortega, 23, said most of the other apartment buildings in the village have older units.

“The Barracks is a historic place, so a lot of them are old,” the Missouri native said. “We used to have creaky wooden floors.”

The 90-unit complex should be completed by the end of 2015, Mr. Campbell said.

The developer’s plan also calls for the construction of 14 single-family houses, which are being marketed now. Twelve will be near Black River Bay, and two will be on Mill Creek.

Lawler Realty received a tax break on the $4 million project that was approved by municipalities in the spring. That 10-year payment-in-lieu-of-taxes agreement, which provides a 50 percent overall abatement in property taxes over that period, was approved by the village of Sackets Harbor, town of Hounsfield, Sackets Harbor Central School District and Jefferson County.
