FORT DRUM — The Department of Defense on Wednesday awarded a multimillion-dollar contract for a new clinic for post soldiers.

The $11,163,100 contract for the Soldier Specialty Care Clinic was awarded to Structural Associates Inc. of East Syracuse.

The contract was the last for local projects approved in the 2013 National Defense Authorization Act, with the Army saving millions of dollars in the bidding process.

The initial allotment for the clinic was $17.3 million.

Among the functions of the new clinic will be aiding in traumatic brain injury care, occupational therapy rehabilitation and physical evaluation board liaison officer functions.

The contract award was praised by U.S. Sen. Charles E. Schumer, D-N.Y.

“This massive federal investment to build a new Soldier Specialty Care Clinic at Ft. Drum is great news, and will provide a critical boost in their ability to treat traumatic brain injury, to provide occupational therapies and to offer other cutting-edge health services to our brave soldiers at Ft. Drum,” he said in a statement released by his office Wednesday.

The clinic was one of three projects on post approved in the 2013 bill, along with an aircraft maintenance hangar expansion and a new missile defense data terminal complex.

The final piece of the airfield project, an aircraft control tower and company operation facility, was finalized with a $17,286,581 contract to Upstate Construction Services Inc., Watertown, approved Nov. 25.

That contract is in addition to previous awards of $26,825,868 for one hangar and $12,760,653 for infrastructure to Vetco Contracting Services, Watertown. Black Horse Group LLC, Watertown, was awarded a $21,577,777 contract for a separate hangar portion of the project.

The $78,450,879 in contracts for the airfield work is well below the initial allotment of $95 million.

For the data terminal, the Army Corps of Engineers awarded a $13,059,270 contract to Black Horse Group LLC. The total allotment for that project was $25.9 million.
