Norfolk Housing Development Corp. won’t see water rate increase next year

NORFOLK - The Norfolk Town Board has decided to freeze the water payment rate for the Norfolk Housing Development Corporation in 2014, after receiving a request from Administrator Bonnie T. Davey.

Town officials voted to increase both the water and sewer rates for residents in 2014 at their November town board meeting.

The water rate will increase $5 per quarter to total $276 for the year and the sewer payment rate will go up $10 per quarter to equal $332 total.

Town Supervisor Charles A. Pernice said this is not the first time this freeze has been done. Because the Housing Corporation does their budget earlier in the year, they typically are on a one-year delay when it comes to the water rate.

“Typically any time we’ve raised water and sewer rates, we don’t do so before August. With Bonnie’s building, typically we give her the year grace period and we catch up with her next year,” Mr. Pernice said. “She’s got a budget that is approved by the USDA that’s got to be in by the end of August.

“They’re typically a year behind on the water and sewer rate because their budget is done in August and it has to be approved by the USDA. So they can’t change their budget that late (in the year.) They will be paying what they had last year and next year they’ll get the increase along with everybody else,” he said.

The Norfolk Housing Development Corporation, 1 East High St., is a privately held business that was founded in 1994. It assists the elderly in providing affordable housing.
