MASSENA - RACER Trust has presented a project safety award to D.A. Collins Environmental Services, Wilton, in recognition of the contractor’s 58,000 safe hours worked in the successful completion of the second phase of remediation at a former General Motors Powertrain plant site in Massena.

The work, which took place over 12 months, included the removal of a 20-acre concrete building slab, sub-slab tunnels, oily waste lines and soil beneath and immediately surrounding the slab, which became impacted by PCBs as a result of manufacturing activities by the former General Motors Co.

D.A. Collins removed 150,000 tons of PCB-impacted concrete, soil and debris during the course of its work. The materials were transported off-site for safe disposal.

“We’re extremely pleased with D.A. Collins’ performance, with safety right at the top,” said Brendan Mullen, New York cleanup manager for RACER Trust, which owns the former GM property and is implementing a remediation plan under the authority and supervision of the U.S. Environmental Protection Agency. “D.A. Collins completed its work on time and on budget, and played a critical role in the overall remediation strategy for the property.”

“Our corporate motto is Safety-Quality-Productivity, and the Massena project exemplifies these values,” said David MacDougall, director of remediation for D.A. Collins Environmental Services. “It takes a concerted team effort to achieve these objectives on a project of this magnitude, and RACER’s technical team partnered with us from day one to make it a success.”

D.A. Collins completed their work, which was conducted as part of Phase II this past April. Perra’s Environmental Control, Massena is currently working at the site.

The remediation is expected to continue through 2016. RACER, created by the U.S. Bankruptcy Court in 2011 to take possession of former GM properties at 89 locations in 14 states, is marketing the property for sale and beneficial reuse while the remediation is ongoing.
