Andrew P. Woodworth, 39, of 15062 Jacobs Road, was charged by state police Tuesday with torturing/injuring/not feeding an animal after reports of him possessing a severely emaciated dog.

State police said they received reports that Mr. Woodworth’s brown boxer looked emaciated and unhealthy. According to state police, Jefferson County Dog Control Supervisor Todd L. Cummings responded to the scene.

Mr. Woodworth was charged 12:16 p.m. Tuesday at 25873 Route 37, Pamelia, and issued an appearance ticket for Rutland Town Court.
