Bids for Brasher highway garage come in over budget

BRASHER FALLS — The Town Council must decide how to proceed with the proposed highway garage after bids came in over budget.

Supervisor M. James Dawson told board members last week that the low bid for the project was $1,436,833, more than $136,000 over budget.

General construction bids ranged from a high of $1,316,000 from Continental Construction LLC, Gouverneur, to a low of $798,750 from B-S Industrial Contractors Inc., Gouverneur, which later removed its name from the list of bidders. The lowest responsible bidder for general construction, as determined by Beardsley Design Associates, Malone, the town’s architectural and engineering firm, was Danko Construction Corp., Massena, with a bid of $1,008,284.

Bids for plumbing ranged from a high of $135,000 from Heritage Homes, Massena, to a low of $66,700 from Norwood Plumbing Inc. The lowest responsible bidder was Norwood Plumbing, Mr. Dawson said.

Each contractor bidding on the electrical work submitted a general bid, along with an alternate for a standing power electrical generator. The lowest bid was by Heritage Homes, Massena, at $98,000, with an alternate of $27,000; however, it withdrew from the list. The highest bid came from Mountain Lake Electrical Inc., Plattsburgh, at $154,750, with an alternate of $32,200.

The lowest responsible bidder was Jordstat Construction Inc., Alexandria Bay, with a bid of $98,949, Mr. Dawson said, noting it is not including the alternates in the project. Jordstat’s alternate was $38,718.

The lowest mechanical bid came from Eni Mechanical Inc., Gouverneur, at $262,900. The highest, $299,900, was from Ductman Mechanical, Norfolk. Mr. Dawson said Beardsley designated Eni Mechanical as the lowest responsible bidder for that portion of the project.

Mr. Dawson said related expenses are not associated with the bids opened last week.

“We have to add a clerk of the works. We have to add the installation of a water line. We have to add the balance we owe the architects/engineers,” he said, suggesting the total could reach $1.6 million. He said the town could accept the low bids and move forward or put the project out for rebid. It had hoped to begin the project this year.

He noted in September that the town budgeted $1.3 million for the new building two years ago, and estimates from Beardsley Design Associates indicated it could cost from $1.2 million to $1.5 million. He said the town already had spent more than $100,000 on the project, including land purchase, an archaeological study and drilling and surveying. There also have been fees payable to Beardsley.

The town purchased 5.35 acres from Leon Dishaw on County Route 53 in Helena for $35,000 for the new garage.

The current town garage in Helena was purchased from the St. Lawrence Seaway for $1 in 1958, and the town had to build the foundation and walls for the steel building that served as a storage shed for the Seaway. The building is too small for the highway department’s vehicles, hot air furnaces hang from the ceiling and some crumbling walls need repairs, officials say.

A salt shed and sand originally kept at a separate site on Meyers Road were brought back to the highway garage last year and will remain there.
