Grand jury accuses Gouverneur man of rape and transmitting an STD

CANTON — A Gouverneur man is being accused of raping a teenage girl and giving her an STD in an indictment by the St. Lawrence County grand jury Monday.

Sean M. Reid-Frost, 27, of 120 Grove St., Gouverneur, is charged with two counts of third-degree rape, endangering the welfare of a child, criminal possession of a hypodermic instrument.

It is alleged that Reid-Frost had sexual intercourse with a 15-year-old girl on Oct. 20. The girl allegedly contracted a sexually transmitted disease as a result of the incident. The indictment also alleges that Reid-Frost was also in possession of a hypodermic needle for the purpose of injecting morphine.

In other grand jury action:

Jamel W. Hughes, 27, an inmate of Ogdensburg Correctional Facility, Ogdensburg, is indicted for first-degree promoting prison contraband.

It is alleged that Hughes was in possession of a sharp blade while in the jail on May 4.

He is accused of hiding a one-and-three-quarter-inch-long metal and plastic makeshift knife inside a rubber glove that was concealed, in his rectum, by his feces.

The fecal matter was produced by Mr. Hughes after he failed a sit-down metal detection test as he was being processed for incarceration for a charge of second-degree assault.

Luke D. Hehir, 22, and James Upshur, 47, both of 59 Maple St., Apt. 1B, Massena, are each indicted for third-degree burglary.

It is alleged that on Oct. 20 Hehir and Upshur illegally entered the vacant residence located at 7 Clary St., Massena, with the intent to commit a crime.

Kenyon J. Chase, 38, of 419 Lincoln Ave., Ogdensburg, is indicted for first-degree burglary and second-degree assault.

It is alleged that on Oct. 21 Mr. Chase illegally entered in to the 525 Hayward St., Ogdensburg, and struck Nicholas A. Steenkamer in the head with a flashlight and pushed to the ground his sister, Cornelia P. Steenkamer.

Joseph Sokolowski Jr., 40, of 19 Washington St., Massena, is indicted for felony second-degree criminal possession of marijuana.

It is alleged that on Sept. 12 Sokolowski was in possession of approximately 8.5 pounds of marijuana in the town of Waddington.

Cory A. Brown, 34, of 933 LeRay St., Watertown is indicted for two counts of driving while intoxicated and aggravated DWI, all felonies.

It is alleged that Brown had a 0.24 percent blood alcohol content while driving Aug. 17 on Route 37 in the town of Waddington. A BAC of 0.08 percent or higher constitutes intoxication under state law. Aggravated DWI is charged when the BAC is 0.18 percent or higher.

Mr. Brown was convicted of misdemeanor DWI in Potsdam Town Court on Feb. 7, 2007 and again in Jefferson County Court on Feb. 16, 2012.

Bernard W. Phillips II, 39, 33D Grantville Road, Norfolk, is indicted for two counts of DWI and aggravated DWI, all felonies.

It is alleged that Phillips had a 0.20 percent blood alcohol content while driving Aug. 27 on Route 56 in the town of Norfolk. A BAC of 0.08 percent or higher constitutes intoxication under state law. Aggravated DWI is charged when the BAC is 0.18 percent or higher.

Phillips was convicted of misdemeanor DWI in Norfolk Town Court on July 21, 2010.

Joseph J. Shneller, 32, 145 Taylor Road, Canton, is indicted for two counts of DWI and aggravated DWI, all felonies.

It is alleged that Shneller had a 0.23 percent blood alcohol content while driving Aug. 30 in the Main St. in the village of Potsdam. A BAC of 0.08 percent or higher constitutes intoxication under state law. Aggravated DWI is charged when the BAC is 0.18 percent or higher.

Shneller was convicted of misdemeanor DWI in Colton Town Court on May 10, 2010.

Joseph J. Belile, 29, an inmate at St. Lawrence County jail, Canton, formerly of Massena, is indicted for felony second-degree assault.

It is alleged that on Aug. 15 Belile assaulted Timothy Thomas, another inmate in the jail.
