Lisbon adopts $2.7 million spending plan

LISBON — The Town Council has adopted a $2.7 million budget for the 2014 fiscal year.

The budget, about $100,000 higher than the current year’s spending plan, includes an $873,480 tax levy, up from $838,776 in 2013.

The town is using $444,235 of its fund balance to lower the tax rate. Next year’s tax rate per $1,000 of assessed value is listed as $5.50, down from this year’s $6.29.

Driving the overall spending increase are the town’s fire and library districts. The fire district is raising $172,950 in taxes in the 2014 budget and the library district is due to take in $52,600.

The town also gave 2 percent raises to the Lisbon Beach and Campground director, town justices, court clerk, town clerk, highway superintendent, assessor, code enforcement officer, attorney, dog control officer, sewer superintendent, public works director and youth program coordinator.

Town Supervisor James W. Armstrong and town councilors did not receive a raise in this year’s budget.

The council had voted to increase the salaries for the bulk of the town employees in September but waited until Thursday’s meeting to include the campground director and youth program coordinator.

Mr. Armstrong proposed the raises for the final two employees and there was no opposition.

The Town Council is moving ahead with plans to advertise the position of campground director soon, Councilor Alan D. Dailey said. The council is considering restructuring the management of the campground to include a director of the beach, a director of maintenance and an overall foreman instead of one campground director.

Councilor Susan M. Duffy said that could mean the position of campground director would not require as many hours per week.
