LOUISVILLE — State police have arrested a second Louisville man on charges connected to their investigation of the repeated drugging and raping of a teenage girl.

Troopers charged Joseph D. Mitchell, 18, with sexual misconduct, endangering the welfare of a child and criminal injection of a narcotic drug.

Troopers allege that he injected a 16-year-old girl, who was an acquaintance of his, with heroin on Nov. 11 before engaging in a sexual act with her.

He was arraigned in Louisville Town Court before Justice Michael J. LeCuyer and sent to the St. Lawrence County jail, Canton, with bail set at $5,000 cash or $10,000 bond.

Troopers said Mitchell’s arrest is connected to an investigation into “a series of incidents” alleged to have happened at the home of Zachary D. McGregor, 25, of 259 County Route 53, Lot 53, as well as other homes in the area.

McGregor was charged Tuesday with third-degree rape, third-degree criminal sexual act, endangering the welfare of a child and two counts of criminal sale of a controlled substance to a child.

Troopers allege McGregor provided heroin and other narcotic drugs to a 16-year-old girl on several occasions starting last month. He also allegedly engaged in sexual acts with a 16-year-old girl several times during this same period.

McGregor also was arraigned in Town Court before Judge LeCuyer.

He too was sent to the St. Lawrence County jail with bail, also set at $5,000 cash or $10,000 bond.
