A new law, named for fallen Fort Drum soldier, will present flags lowered to half-staff at the State Capitol in honor of a fallen soldier to their loved ones.
A news release from Gov. Andrew M. Cuomo said the states Division of Military and Naval Affairs will create the Lt. Colonel Todd Clark Memorial Flag Presentation Program to distribute the lowered U.S. and New York flags for free. The law goes into effect immediately.
Lt. Col. Clark, a Guilderland native, was one of three New York natives killed in an insider attack on June 8 in Zarghun Shahr, Afghanistan. Also killed was Lt. Col. Jaimie E. Leonard, who served with Col. Clark in the Headquarters and Headquarters Company, 2nd Brigade Combat Team, 10th Mountain Division, along with civilian contractor Joseph Morabito, of Hunter.
