Tim Horton’s gets approval from county planning board

MASSENA — The St. Lawrence County Planning Board has granted a conditional approval to the Tarbell Management Group for its proposed Tim Horton’s restaurant at 232 Main St. in Massena at the location that previously housed a KFC/Long John Silvers.

“We took a look at the project and approved it with some conditions,” Planner Matilda Larson said.

Among the conditions was a reduction in parking spaces from 39 to 29, with spaces being diagonally oriented.

The planning board also is asking that the Main Street entrance be made one-way, with traffic exiting onto Garvin Avenue.

Ms. Larson also said there were several recommendations that came as a result of the property’s proximity to neighboring residential properties, such as the identification of a snow storage area and assurance that the piles won’t obstruct sight lines or create puddles on neighboring properties when they melt.

The construction of a solid fence along the western side of the lot was also recommended, as was the shifting of the building’s location on the plot closer to Main Street to allow for more of a green space buffer between the business and its neighbors.

“That way, there is more than a 4-foot buffer between the pavement and the neighbor’s property lines,” Ms. Larson said.

As for the one-way entrance on Main Street, Ms. Larson said that would help aid traffic flow with the drive-thru lane.

“Tim Horton’s has the drive-thru lane, and we anticipate that would be their primary source of business,” she said.

The project will now appear before the village planning board on Wednesday.
