CARTHAGE — The River Area Council of Governments board heard a report from circuit rider Kathleen M. Amyot on new federal regulations on storm runoff diversion.

Representatives of the villages of Carthage and West Carthage and towns of Champion and Wilna make up RACOG.

Mrs. Amyot reported on a Sept. 5 meeting on the municipal separate storm sewer systems regulations. The meeting explored shared service options and opportunities required to comply with the regulations. She said with populations of fewer than 1,000 residents, the villages of Herrings and Deferiet and the towns of Wilna and Champion are applying for permission to opt out of the program.

The villages of Carthage, West Carthage, Dexter, Brownville and Black River, the city of Watertown and the towns of LeRay and Rutland have formed an interim steering committee. It will receive technical assistance and support from the Jefferson County Planning Board and Soil and Water Conservation engineering staffs. The group also will apply for a $100,000 grant to aid in the development of policy for managing storm water.

The board also heard a report on the Carthage YMCA Summer Splash program, which provided lessons for children in Wilna and Champion and was sponsored by RACOG at a cost of $2,413. From Wilna, there were 17 Y members who were charged $19 for lessons and 28 nonmembers at $38, and from Champion there were 14 members and 20 nonmembers.

RACOG also aided in the operation of the Twin Village Swimming Pool at a cost of $12,561.95 to pay lifeguards and maintain the swim facility on County Route 45.
