Watertown man sentenced to 3 years in prison for cocaine sale try

A Watertown man was sentenced Wednesday in Jefferson County Court to three years in state prison for trying to sell cocaine in March.

Norman M. Logan, 32, also was ordered to undergo an additional three years of supervision upon his release from prison after an Aug. 2 guilty plea to third-degree attempted criminal sale of a controlled substance. He admitted that he tried to sell the drug March 28 in Watertown.

He was sentenced as a second felony offender, having been convicted in County Court in April 2011 of third-degree attempted criminal sale of a controlled substance and sentenced in May 2011 to 2 years in prison.

In other court activity:

Christopher G. Walts, 22, Philadelphia, was sentenced to one to three years in prison after an Aug. 2 admission that he violated probation in a driving while intoxicated case. He also pleaded guilty the same day to fourth-degree criminal mischief, admitting that on March 4 he damaged property belonging to his mother on Kaiser Road in the town LeRay. At the time, he was serving five years’ probation imposed in January for a felony DWI conviction. He violated supervision by being convicted of the new crime.

Dustin J. Gonyou, 26, Watertown, was sentenced to 10 years’ probation and ordered to register with the state as a Level 1 sex offender after a July 2 guilty plea to third-degree rape. He admitted that he had sexual contact with a 16-year-old girl March 26 in Watertown.

Rhonda J. Thomas, 32, Watertown, was sentenced to an unspecified amount of time served at the Metro-Jefferson Public Safety Building and five years’ probation after a June 25 guilty plea to third-degree attempted sale of a controlled substance. She was accused of selling heroin within the county.

Kevin M. Prashaw, 51, Watertown, was sentenced to five years’ probation and ordered to pay $3,090 in restitution after a July 8 guilty plea to guilty to fourth-degree grand larceny. He admitted that from June to August 2010, he received benefits from the Department of Social Services to which he was not entitled.

Robert G. Rapholz, 62, Watertown, was sentenced to three years’ probation and ordered to pay $2,655 in restitution after a July 10 guilty plea to fourth-degree criminal mischief. He admitted that on March 21 in Brownville he intentionally damaged a vehicle that did not belong to him.

Shane D. Henry, 23, Copenhagen, was sentenced to three years’ probation and ordered to pay $1,205 in restitution after a July 1 guilty plea to petit larceny. He admitted that on Aug. 11 he stole copper wiring from a construction site on Fort Drum. His probation supervision will be transferred to Lewis County.

Lavetta R. Brown, 22, Fort Drum, was sentenced to three years’ probation and ordered to pay $2,263 in restitution after July 10 guilty pleas to fourth-degree attempted welfare fraud and first-degree offering a false instrument for filing. She admitted that from August 2011 to July 2012 she received food stamp benefits from the Department of Social Services while failing to disclose she was employed.

Jeffrey L. Doxtater, 43, Philadelphia, was sentenced to a three-year conditional discharge and ordered to complete the Bridge program after a June 18 guilty plea to felony aggravated DWI. He admitted that he drove while intoxicated May 5 on Carpenter Road in the town of Antwerp. He also was fined $2,500, had his driver’s license revoked and was ordered to install an ignition interlock device on any vehicle he owns or operates.

Shawn L. Exford, 22, Watertown, pleaded guilty to second-degree attempted criminal possession of a controlled substance. He admitted that on May 26 in Watertown, with others, he possessed materials used in the manufacture of methamphetamine. He is expected to be sentenced Sept. 25 to two years in prison, followed by two years’ post-release supervision.

Philip E. Hemminger II, 22, formerly of Black River, but who is now serving prison time in Pennsylvania for robbery and auto theft there, pleaded guilty to third-degree attempted burglary. He admitted that in October 2010, with another man, he tried to enter Herb Philipson’s, 1283 Arsenal St., with the intent to steal something. He is expected to be sentenced Sept. 27 to one to three years in prison, a sentence that will run concurrently with the one he is serving in Pennsylvania. He also will be ordered to pay $2,919 in restitution in the form of a civil judgment.

Anthony J. Sparks, 25, Watertown, pleaded guilty to possession of an obscene sexual performance by a child. He admitted that he possessed images of children engaged in sexual conduct March 19 in the town of Watertown. He is due to be sentenced Oct. 16 to 10 years’ probation and be ordered to register with the state as a sex offender.

Frankie J. Davis, 18, Watertown, pleaded guilty to third-degree attempted criminal sale of a controlled substance. She admitted that tried to sell heroin May 20 within the county. She is expected to be sentenced Oct. 25 to time served at the PSB and five years’ probation.

Mark S. Zando, 52, Watertown, pleaded guilty to petit larceny. He admitted that in March 2012 in Watertown he took a credit card from Deborah A. Renda without her permission. He is expected to be sentenced Oct. 25 to three years’ probation.

Ali A. Rhea, 31, Watertown, pleaded guilty to second-degree criminal contempt and was sentenced to a one-year conditional discharge. He was charged April 17 with violating an order of protection by having contact with his fiancee’s child at a town of Watertown store.

Jeremiah Delgado, 37, Watertown, pleaded guilty to disorderly conduct, a noncriminal violation. He admitted that he contributed to a public disturbance June 23 in Watertown. He was sentenced to time served at the PSB.
