CANTON — Changes in the Hatch Act that went into effect earlier this year would allow St. Lawrence County Director of Emergency Services Joseph M. Gilbert to run for Congress against U.S. Rep. William L. Owens, D-Plattsburgh.

The Hatch Act, passed in 1939, prohibited federal employees from engaging in partisan politics.

The amended act removes restrictions that prohibit state and local employees from running for office if they are working on projects that receive federal funding. Those employees can run for office unless their salary comes entirely from federal funds.
