Gouverneur continues with interim chief

GOUVERNEUR — The village Board of Trustees, following an executive session Tuesday, extended the interim appointment of Gordon F. Ayen Jr. as police chief after Sgt. Laurina M. Greenhill, the only person on a Civil Service list for the job, turned down the board’s offer of promotion.

“She was very supportive of the current police chief,” Mayor Ronald P. McDougall said. “She said that, although she had passed the test, she did not aspire to be chief at this time. We certainly congratulate her on passing.”

Mr. Ayen failed the Civil Service test. Another officer in the department also failed the test.

When David C. Whitton retired as Gouverneur chief, Mr. Ayen, then the department’s sergeant, became acting chief. A permanent appointment was contingent on his passing the Civil Service exam.

When Mr. Ayen was named chief, Mrs. Greenhill was promoted to sergeant.

The village will petition Civil Service to schedule another test for the position as soon as it is practical, Mr. McDougall said.

The village acted with the advice of its attorney, Henry J. Leader, and Christopher S. Boulio, St. Lawrence County’s director of human resources.

“Based on the input, we chose that path for the time being,” Mr. McDougall said.

He was unsure how long it might take to schedule a new test.
