Cape town board decides not to hire Jim Millington for code enforcement

CAPE VINCENT — The Town Council decided not to act on the proposed Local Law No. 1 of 2013 that would have allowed it to hire a code enforcement officer.

Town officials had considered creating the position and have its zoning officer, James G. Millington Jr., conduct building inspections.

“In light of further studies by the board, comments from the developers and builders and revelations of the Watertown Daily Times’ recent report, there’s no way we’re going to adopt this law,” said town Supervisor Urban C. Hirschey at the public hearing for the proposal Wednesday night.

Mr. Millington recently admitted to building his Point Peninsula home without a building permit. He had said his architect skipped town with the drawings that needed to be submitted to Jefferson County and was unable to complete the process.
