HOPKINTON — When the Town Council meets next month, it will hold a public hearing on a law that will allow it to accept the bid it perceives as the best value rather than automatically being forced to take the bid that is the for lowest dollar amount.

“This will allow us to accept the best bid, even if it isn’t the lowest,” she said. “Maybe a bid is a couple hundred dollars more, but the maintenance costs would be a lot lower,” town Clerk Vickie French said.

Highway Superintendent Ronald Streeter gave the example of receiving bids from multiple equipment dealers. A bid could come from a Gouverneur dealership and be a bit higher than bids coming from Syracuse or Burlington, Vt., but since the dealer in Gouverneur is closer, unless there is a dramatic price difference, that bid would likely be the “best value.”

According to the proposal to be voted on following the public hearing, “The town of Hopkinton hereby determines that it is in the best interest of the town and its residents for the town board to have the authority to award purchase contracts on the basis of best value.”

Section two of the law notes that the determination of best value is to be decided by the town board.

“The election to award any such contract on the basis of best value shall be made by the town board, which authorizes the solicitation for bids therefore.”

The hearing will be held at 6:30 p.m. July 15 at the Hopkinton municipal building.
