HOPKINTON - Massena-based state police charged Dean M. Lamphere, 60, of 2928C state Route 11B, Hopkinton, with third-degree promotion of prostitution, a class D felony and tampering with physical evidence, a class E felony. He was arraigned by Massena Town Justice James M. Crandall and sent to the St. Lawrence County Correctional Facility and was released on bail set at $10,000 cash or $20,000 bond.
Additional sex crimes charges may be pending, police said.
Court documents allege Lamphere paid and arranged for prostitutes to engage in sexual conduct with men between 2011 and May 2013. The women ranged in ages from 20 to 32. He allegedly destroyed two video tapes that contained evidence supporting a promoting prostitution investigation. Troopers alleged Lamphere burned those videos in a fire pit behind his garage.

Currently there are four women involved in the charges against Lamphere and, according to police, were put into positions where they owed him money. In lieu of money, the women allegedly work as hookers for Lamphere.
