MALONE — Franklin County experienced more than $4 million in damage from flooding last week as two dozen roads were closed and three people had to be rescued, according to emergency officials.

County Emergency Services Director Ricky L. Provost and Deputy Director John Bashaw II met with the Board of Legislators on Friday to discuss the areas most affected.

Mr. Provost told the Board of Legislators on Friday that the damage assessment was $4,173,000, not including damage in the Saranac Lake area, where water still had not receded.

“We haven’t been able to look at every road and every bridge,” Mr. Provost said.

Photographs that he showed the board in a slide show depicted washed-out roads, houses surrounded by water and overflowing rivers.

He said flooding began Tuesday, and by the next morning, 28 roads had been closed.

That’s when Mr. Provost and other officials met with D. Billy Jones, chairman of the Board of Legislators, and decided to declare a state of emergency.

Mr. Provost said the Macomb Hydro Dam on the Salmon River normally has a 70-foot drop, but on Wednesday it was reduced to 30 feet.

He noted that water rose in Fort Covington and three people had to be rescued from their homes.

Though officials made it clear that the flood damage appears to be extensive, reimbursement for damage may not come. “There’s no guarantee we’re going to get any funding for this,” Mr. Provost said. “We need to make our voices heard.”

He said that for federal funding to be made available, the state has to declare a disaster area where damage amounts to more than $26 million.
