LISBON – A six-month probationary contract between the town and nurse practitioner Ernie S. Cougler will enable the Lisbon Medical Group to open on July 1.
The town is also in the process of taking out the old carpets in the building and replacing them with either new tiling or carpeting in advance of the re-opening of the building.
Alan Winney retired from his position at the primary facility in May after four decades.
The contract with the town will see Mr. Cougler moving into the building rent-free during the first six months, but he will be responsible for all his utilities.
He will also act as the towns medical officer, for free, and will do physical examinations for the towns highway department.

The town will continue to be responsible for maintenance.
The town also purchased $10,000 worth of medical equipment owned by Mr. Winney that Mr. Cougler will be able to use.
In January Mr. Cougler will begin making payments to purchase the equipment from the town over a five year period.
Town Councilor Alan D. Dailey said the town will renegotiate the contract with Mr. Cougler beginning in November. The contract expires in January.
Mr. Cougler has been a registered nurse for the past 30 years and graduated from Upstate Medical Center in 2009 at a nurse practitioner.
Currently Mr. Cougler works at the E.J. Noble Hospital in Gouverneur.
