CANTON - May 6, 2013. Legislators Gregory M. Paquin, D-Massena, and Alex A. MacKinnon, R-Fowler, were absent.

Authorized a request by the Canton Chamber of Commerce for use of parking lots at the county complex.

Authorized the chairman to sign a lease agreement with Pitney Bowes Global Finance for the Department of Motor Vehicle satellite offices postage meter rental renewals.

Authorized the county to provide grant services to the North Country Regional Economic Development Council.

Supported the plan of the St. Lawrence County Recreational Trails Board for reopening the community connector/recreational access corridor below the Rainbow Falls Dam in Parishville as a segment of the multi-use trail and a segment of New York State snowmobile trail no. 8.

Authorized the chairman to sign a contract with the state Office of Indigent Legal Services for the provision of indigent legal services funds and extending the contract until Sept. 30.

Authorized the chairman to sign a contract for the Public Health Department to become a participating provider with Central New York Health Home Network.

Modified the 2013 Public Health Department budget for National Association of County and City Health Officials grant funds.

Authorized the chairman to sign contracts for services for the preschool special education program in the Public Health Department.

Authorized the chairman to sign amended contracts with the Office of Mental Health and modified the 2013 Community Services budget.

Modified the 2013 Sheriff’s Office budget to utilize funding from the county surplus auction for the purchase of a vehicle.

Authorized filling two caseworker positions in the Department of Social Services.

Transferred a parcel of property to Rensselaer Falls and authorized the chairman to sign a memorandum of understanding.

Authorized filling a laborer position in the Department of Highways.

Authorized the chairman to award and sign contracts for County Route 24 over west branch of the Oswegatchie River.

Authorized the chairman to award and sign contracts for Hewittville Road over Raquette River.

Modified the Department of Highways 2013 budget for CHIPS funding.

Opposed Clean Water Act draft guidance proposed by the Environmental Protection Agency.

Authorized the chairman to sign roadside mowing contracts.

Accepted incentive proposal from Empire Development and modified the Department of Highways 2013 budget.

Authorized the Department of Governmental Services to issue a request for proposals for a vendor managed inventory system for the Department of Highways.

Authorized the superintendent of highways or the chairman to obtain permission from landowners to locate segments of the multi-use trail on private land and to sign land use agreements on behalf of the county with landowners.

Supported all-terrain-vehicle weight bill A04971/S1946.

Adopted a local law, amending Local Law No. 3 for 2006, a local law permitting and regulating ATV operation on certain public lands other than county roads.

Adopted rules for use of county lands.

Authorized the chairman to sign the emergency preparedness program subcontract for the Public Health Department.

Modified the 2013 Public Health Department budget for the Public Health Emergency Preparedness Program grant.

Authorized the chairman to sign an agreement with Kids Oneida for parent aide services.

Authorized filling a motor vehicle clerk position in the County Clerk’s Office.

Authorized filling a computer technician position in the Information Technology Department.

Modified the 2013 Sheriff’s Office budget for renovations to the St. Lawrence County Fire Training facility for police purposes.

Modified the 2013 Sheriff’s Office budget to pay for law enforcement related expenses.

Authorized the chairman to sign an agreement between the self-insurance plan and the St. Lawrence County Fire Training Facility to provide facilities for safety training to participants of the plan.

Appointed Geoffrey L. Ramm as director of Weights and Measures at a salary of $48,620.

Authorized filling an inspector position in the Weights and Measures Department.

Accepted the budget parameters for 2014 as presented to the Finance Committee on April 29.

Authorized the chairman to sign a lease agreement with the St. Lawrence County Fire Training Facility for the burn simulator to be utilized for training and modified the 2013 budget for the county attorney’s office.

Supported the continued operation of the St. Lawrence Psychiatric Center.

Supported legislative authorization allowing the monetization of the unallocated portions of county economic development power.

Appointed George A. Brouse, Massena; Kevin J. Crosby, Morristown, and Michael J. Farrell, Ogdensburg, to the Fire Advisory Board.

Appointed Janice Lutz, Gouverneur, to the Recreational Trails Advisory Board.

Suzanne Williams was appointed by the chairman as Employee Assistance Program Committee coordinator.
