LOWVILLE — An Ogdensburg man early Friday was accused of trying to steal nine packs of cigarettes from Tops Market, 7395 Turin Road.

Henry L. Brooks III, 53, of 1302 Ford St., was charged with petit larceny. He is to answer the charge in Village Court.
