Kenneth Singletary Jr., 16, of 435 S. Hycliff Drive, Apt. 628D, was charged by city police Tuesday night with second-degree harassment and endangering the welfare of child.

He is accused of unzipping a 15-year-old girl’s sweater at Watertown High School and making lewd comments to her.

He was given an appearance ticket for Watertown City Court.
