GOUVERNEUR — The Federal Energy Regulatory Commission has approved a trashrack plan and a stream flow and water level monitoring plan for Cellu Tissue’s hydroelectric project on the Oswegatchie River as part of the company’s license requirements.

Cellu is replacing 2-inch clear spacing trashracks with 1-inch clear spacing to deter most adult game fish from entering the intake and present a behavioral deterrent for smaller fish.

The company is owned by Clearwater Paper, Spokane, Wash.
