Frank J. Monroe, 47, of 232 W. Main St., Apt. 12A, was charged by Watertown police at 8:47 a.m. Sunday with resisting arrest.

Police said they attempted to arrest Mr. Monroe on a warrant in the 100 block of Cedar Street when he ran from officers. Police said the warrant was issued by SUNY Potsdam police for an indecent-exposure charge. He is due to answer the resisting-arrest charge in City Court.
