GOUVERNEUR — The village Board of Trustees has decided not to exceed the state’s 2 percent tax levy increase cap for next year’s budget.

Mayor Ronald P. McDougall said the board has not received department head requests yet but is committed to staying within the cap.

“We made a decision. It’s going to take some work,” he said. “We are a distressed community.”
