MASSENA - U.S. Senator Kirsten Gillibrand will visit Alcoa’s East Plant at 12:45 p.m. Friday to announce new federal legislation to help bolster high-tech manufacturing in the north country and across the state.

Sen. Gillibrand’s first bill in the new Congress would create a federal funding competition that encourages regional public-private partnerships to develop strategies that spur growth for local manufacturing industries, particularly in the thriving fields of clean-tech and high-tech manufacturing, and train workers with the skills that businesses need.
