AGGRAVATED UNLICENSED OPERATION - GOUVERNEUR - St. Lawrence County Sheriff’s Department deputies charged Lynda L. Phelps, 52, of 6 Prospect St. Norwood, with third-degree aggravated unlicensed operation of a motor vehicle following a traffic stop Saturday on Route 11 in the town of Gouverneur. Deputies said Phelp was stopped at 3:08 p.m. for travelling 7l mph in a 55 mph zone. A cheek ofher license showed that it had been suspended. She was also ticketed for speeding. Phelps will answer to the charges in Gouverneur Town

Court at a later date.
