Robert L. Martin Jr., 37, residing at Fort Drum Studio-Tel on Route 12 in the town of Watertown, was charged early Monday by state police with fourth-degree criminal mischief at the apartment building.

He faces allegations in Watertown Town Court that he pounded on a neighbor’s door during a disagreement and broke a window, police said.
