A city woman was found possessing two packets of heroin Tuesday night during a traffic stop in the 400 block of Factory Street, according to Watertown police.

Shantee M.E. Elliott, 21, of 911 Bronson St., was cited shortly after 8 p.m. with seventh-degree criminal possession of a controlled substance, unlawful possession of marijuana and failure to signal a turn. She awaits prosecution in City Court.
