POTSDAM — Gov. Andrew M. Cuomo will visit Clarkson University, Potsdam, at 11 a.m. today to give his 2013 State of the State and executive budget presentation. Clarkson is the regional host site for the presentation, which will take place in the Clarkson Alumni Gym.

The governor’s $142.6 billion budget proposal includes several recommendations — including increased school aid, a reduction in Medicaid spending by municipalities and pension savings — that would affect local governments, but fails to eliminate a $1.35 billion shortfall.

The budget proposal calls for a jobs program to fix roads, rails and bridges and nearly $6 billion in aid for communities affected by Hurricane Sandy.
