WEST CARTHAGE — The village board of trustees agreed Monday to enter into a payment-in-lieu-of-taxes agreement with the West Carthage Housing Authority.

Under state law, low-income housing such as that administered by the Housing Authority is exempt from real property taxes as long as it is owned by a public body or governmental agency.

The PILOT payment will be 1.5 percent of the basic rents or $3,000, whichever is lower, with the annual payment due in November.

This updated agreement replaces the cooperation agreement from January 1987, lowers the payment amount and will be reviewed in five years.

The trustees also appointed Todd C. Norrgard to a five-year term on the Housing Authority board.

In other action, the board:

■ Approved, after a public hearing at which no one spoke, overriding the state cap of 2 percent on increases in the property tax levy.

■ Voted not to allow tapping of maple trees on village-owned property, including the terrace area between the sidewalk and the street.

■ Designated Mayor Scott M. Burto and Clerk Deborah J. Pierce to develop and be administrators for a village Facebook page. “It’s becoming so popular there’s no reason not to,” Mayor Burto said.

■ As a result of the reopening of Long Shots Bar and Grill under new ownership, asked village attorney Lawrence D. Hassler to research options for prohibiting the issuing of an outdoor liquor permit. The village does have an open-container law, but that pertains only to public property.

■ Approved a request by Fire Chief Peter Crump Jr. for the use of the community room Sunday for a Super Bowl party that would be open to the public at a cost of $3. The chief also reported there will be cold water rescue training this weekend and, if the seven members taking the course pass, the department will have 14 members trained for winter rescue.

■ Agreed to give $300 for the Carthage Area Chamber of Commerce’s Winterfest.
