CANTON A former Franklin County sheriffs deputy who resigned 20 years ago after being accused of soliciting sex acts from an inmate was arraigned Friday in St. Lawrence County Court on allegations that new sexual assault charges constituted a parole violation in connection with a 2007 sex-abuse case.
Terry J. Dupuis, 59, of Brasher Falls, was arrested Dec. 4 by state police and charged with second-degree sexual abuse of victim less than 14 years old and endangering the welfare of a child following a complaint received from a town of Brasher resident. State police said Friday that Dupuis sexually abused a 13-year-old girl on more than one occasion.
At the time of the alleged offense, Dupuis was still on probation in connection with a five-year-old Franklin County case.
In July 2007, Dupuis, then of Brushton, was charged with second-degree unlawful surveillance, a felony, for placing a wireless video camera in the ceiling of a neighbors shower. The inch-square device, which transmits images to a computer, may have been there up to a month, police said at the time. Dupuis was arrested after a 15-year-old girl spotted the camera in the shower of her home.
In January 2008, he was sentenced to 180 days incarceration and five years probation in that case, Franklin County officials confirmed Friday.
He pleaded not guilty Friday in St. Lawrence County Court to accusations of violating his probation, with the matter adjourned until Feb. 15. The sexual abuse charges are still pending.
Dupuis is being held in the St. Lawrence County jail without bail.
In July 1992, when he was a Franklin County sheriffs deputy living in Malone, Dupuis was arrested by state police on accusations that he asked a male inmate to perform oral sex on him. Dupuis resigned his position, and was convicted of attempted official misconduct.
Records show he received a conditional discharge in that case, Franklin County officials said.
