CARTHAGE — Two men who were caught in the alleged act of stealing a milk bulk tank Jan. 16 were charged Wednesday by state police with petit larceny.

Ryan J. Woodard, 31, and Robert W. Hubbard, 25, both of 52 Bridge St., West Carthage, are summoned to town of Champion Court to face petit larceny charges. Police said Nicole Mangan, Middle Road, town of Champion, interrupted the two during the afternoon of Jan. 16 while they were strapping down the tank on a vehicle on her property.
