Malone rape suspect now facing new charges

MALONE - A Franklin County man accused of rape last month by state police is now facing a new set of similar charges.

Christopher L. Joiner, 20, of Malone was arrested Wednesday by Malone Village Police and charged with three counts of third-degree rape and one count of endangering the welfare of a child. He is currently jailed on $10,000 bail or $20,000 bond. Joiner was listed as a Constable resident when he was arrested by state police last month.

Police Chief Christopher Premo said the charges stem from allegedly having sex with a 14-year-old female in the village of Malone in September and October of last year. He said he was not related to the complainant and believes they are acquaintances.

In the prior case, a state police investigator said Joiner is alleged to have had sex with a separate 14-year-old female acquaintance in the town of Constable in November and December of last year. He is facing three counts of second-degree rape and three counts of endangering the welfare of a child from that incident. He is to answer to that set of charges Wednesday before Constable Town Justice Diane Wisnesky.

Second-degree rape carries a maximum penalty of seven years in prison, while third-degree rape is punishable by no more than four years. Endangering the welfare of a child carries a maximum sentence of a year in county jail.
