Wesley B.B. Butler, 20, of 110 Stuart St., Upper Apt., was charged by Watertown police early Tuesday with second-degree obstruction of governmental administration.

Police said he refused to open a front door when officers were checking on the welfare of a person who was reportedly involved in a domestic incident in another apartment.

Mr. Butler was being held at the Metro-Jefferson Public Safety Building on $500 police bail pending arraignment Tuesday morning in City Court.
