CHAUMONT — Carl B. Ulmen, 67, of 29556 Spencer Drive S., was charged by state police at 10:27 a.m. Dec. 12 with second-degree harassment in connection with a Nov. 30 incident in which he allegedly put a wooden pallet on the side of the road.

No other details were available from police.
