OGDENSBURG — Rebecca J. Black, 36, of 825 New York Ave., was charged by state police with obstructing governmental administration at 1:50 p.m. Sunday.

Ms. Black allegedly lied to troopers who were investigating the whereabouts of Jeffrey P. Gagnon, who was arrested Saturday for allegedly fleeing from police in his vehicle Nov. 28.

Ms. Black is scheduled to appear in City Court.
